Incoming calls do not ring the cell phone

We've just setup dialpad with 2 operators. I'm the first operator (Ext 1). Even though "Do not disturb" is NOT turned on, inbound calls are coming to our voice msg for "no operators available" instead of ringing to my phone. Why?

    I'm having this issue as well with a coworker using an Android device. We've been troubleshooting it for two weeks now.
